At the request of the Department for Public Affairs of the Government of Brčko District BiH, experts from the Institute for Planning, Design and Development of Brčko District BiH prepared the Draft Regulatory Plan Fiticibayer and the conceptual design of the Multifunctional Sports Hall with an indoor swimming pool that is planned to be built at the location of Ficibajer.

According to the conceptual project, the hall will have the following contents:

Reconstruction of the existing swimming pool, which will represent a separate functional part and an independent functional separate entity with all the necessary accompanying facilities, a wellness area, a multifunctional sports hall with a capacity of 3000 seats with all the necessary accompanying facilities: a bowling alley, a fitness center, catering facilities, a media center with conference and educational spaces, office space and an organized multifunctional square.

Parts of the existing city swimming pools are partly retained in accordance with the requirements of the representatives of the Department of Public Affairs of the Government of Brčko District BiH, which commissioned the development of the Conceptual Project, and become parts of the functional units of the new conceptual project of the Multifunctional Sports Hall with an indoor swimming pool in Brčko.

The total useful area of the multifunctional sports hall with indoor swimming pool is approx. 18,240 m2 of net area, or approx. 26,660 m2 gross area.

The Institute's experts complied with the client's requirements, so that each functional unit can be used separately and functions as a unit.

The designers took care that the Project can be implemented in phases, so that each phase will contain special content and be a functional part of the whole.

The conceptual project has resolved access roads, horticulture, parking spaces and other contents that will be in the function of the overall contents that will be realized on that significant site for the development of sports-recreational, touristic and residential facilities, and in accordance with the Draft Regulatory Plan of Ficibajer, which is also done by the Institute for Planning, Design and Development of the Brčko District of Bosnia and Herzegovina.

The public in Brcko is familiar with the story about the need to build a multi-functional sports hall in Brcko, which is several decades old and which represented the need, dream and desire of the largest number of citizens, especially sports, cultural and public workers of Brcko, to urbanize this significant site and on the basis of the planning documents, appropriate contents are implemented, in which the Multifunctional Sports Hall is one of the important projects.

The development of the Regulatory Plan for the Ficibajer site and the Conceptual Project for the Multifunctional Sports Hall with an indoor swimming pool represents a serious effort by the Government of Brčko District and those responsible for the preparation of these documents, to prepare spatial planning and project documentation for Fizibajer in a complete, designed and professional manner in order to make the land brought to a permanent purpose, and the sports and recreational facilities and other facilities were handed over to the citizens of Brčko for use.

Obzirom na značaj prostora Ficibajera za razvoj sportsko-rekreativnih, turističkih i drugih sadržaja koji će se izgrađivati u narednom periodu očekuje se da će predstavnici vlasti i planeri, revidenti te planove i projekte učiniti dostupnim svim zainteresovanim građanima Brčkog, sportskim, obrazovnim, kulturnim organizacijama i udruženjima nevladinog sektora kako bi mogli blagovremeno dati svoje primjedbe, sugestije i prijedloge kako na Nacrt Regulacionog plana Ficibajer, tako i na ponuđeni Idejni projekat buduće Multifunkcionalne sportske dvorane sa zatvorenim bazenom u Brčkom.
